Rule review bill has legislators worried about a special session

Conflict over a lastminute bill to approve new rules established by state departments could wind up bringing state legislators back this summer for a special session.

The bill, which legislators must pass each year to confirm or reject new state department rules, became a sticking point between Republicans and Democrats on Tuesday after House Republicans stripped out a limit on payday lending interest rates that had been established last year by Democrats.

Rep. Mark Waller, RColorado Springs, said many legislators are worried that they may be called back to work as early as Thursday, after the Legislature formally adjourns for the year on Wednesday. Multiple legislators said Gov. John Hickenlooper has threatened to call a special session if the Legislature doesn pass the bill.

The House is expected to pass the bill on third reading Wednesday morning, and then it will head to the Senate. But Senate President Brandon Shaffer, DLongmont, has said Senate Democrats will never approve the rule bill without the payday lending interest cap.
